Alien Skin - Bokeh here
I placed the fls setting on the desktop
double clicked on it with PSP open and the setting installed
For anyone who cannot get the Bokeh installed
You can substitute Plugin galaxy - Bluuur
Andromeda - Reflection
Add the filters to the PSP plug-in folders
Foreground #0f142c
Background #505778
Make a gradient
1. New transparent image 800 x 750
2. Flood fill new image with the gradient
3. Open skygas.pspimage
4. Edit copy - close original
5. Edit paste - new layer
6. Blend mode - luminance legacy
7. Place on the top
8. Open wave.pspimage
9. Edit copy - close original
10. Edit paste - as a new layer
11. Move to the bottom
12. Blend mode - luminance legacy
13. Opacity 64%
14. Open columns.pspimage
15. Edit copy - close original
16. Selections - select all
17. Layers - new raster layer
18. Edit paste - into selection
19. Image - resize 75% all layers unchecked
20. Move to the upper right side
21. Selections - select none
22. Blend mode - luminance legacy
23. Opacity
64%
24. Open ship.pspimage
25. Edit copy - close original
26. Edit paste - as a new layer
27. Image - resize 80% all layers unchecked
28. Blend mode - luminance legacy
29. Opacity 64%
30. Layers - merge all - flatten
31. Effects - Alien skin - Bokeh

32. Open lizztish_dreaming-the-good-dream1.pspimage
33. Edit copy - close original
34. Edit paste - as a new layer
35. Place close to the bottom

37. Edit copy - close original
38. Edit paste - as a new layer
39. Effects - Andromeda - Reflection

40. Place under dream1.pspimage
41. Opacity 34%
42. Layers - merge all - flatten
43. Edit copy - main image
44. Image - add borders 30
45. Select magic wand

46. Edit paste - main image into selection
47. Effects - 3D dark shadow

48. Selections - select none
49. Open dreamsinblue-wordart.pspimage
50.9Edit copy - close original
51. Edit paste - as a new layer
52. Blend mode - Multiply

53. Layers - merge all - flatten
54. Add watermark & resize
55. Save as JPEG
